This is due to inherent problem with democracy that masses will tend to choose people who do not have intellect and vision more than collective ability of the same population.
To resolve this, I propose a system when aspiring Law Makers will have to go through Examination which will measure there ability and knowledge and vision.
Once Law maker passes the test , people will have opportunity to choose among those who have passed for the law maker post based on there results on the examination conducted by body similar to election commission who I propose to call Selection Commision.
Hence foreplay between election and selection will choose law makers who will be charactered, intellectual and of correct mindset and ability to lead.
